PAINT SPECIFICATION NO.106 – Black Vinyl Paint
1.1 This speciﬁcation covers a ready-to-mix black vinyl chloride-acetate paint intended for use over vinyl butyral wash primer (SSPC-Paint 27*) or as an intermediate or ﬁnish coat over vinyl paint. This paint is not intended for use over bare steel.
1.2 This paint is suitable for exposures in Environmental Zones 2C (fresh water immersion), 2D (salt water immersion), 3A (chemical, acidic), and 3B (chemical, neutral), and is intended primarily to be used in a system applied to blast cleaned (SSPC-SP 10) or pickled (SSPC-SP8) steel. When used for salt water immersion, a wash primer is recommended. Because of the possibility of lifting of the undercoats, this paint is not intended to be used over types of paints which have poor solvent resistance. This paint is intended primarily for application by conventional air spray and is to be applied in accordance with SSPC-PA 1, “Shop, Field, and Maintenance Painting of Steel.”
2.1 This vinyl paint consists of carbon black pigment and vinyl resins in solution suitably plasticized to make a durable, elastic paint ﬁlm. This paint includes a hydroxyl-containing polymer for good adhesion to wash primers or other vinyl paints. Adhesion to bare steel is poor. Details of the composition are given in Table 1.
2.2 This paint contains approximately 13% by volume of nonvolatile ﬁlm-forming solids (pigment and binder). The theoretical spreading rate for a 1.0 mil (25 micrometers) dry ﬁlm thickness is 210 square feet/U.S. gallon (5.1 square meters/ liter). Actual spreading rates can be signiﬁcantly lower.
3. Referenced Standards
3.1 The latest issue, revision, or amendment of the referenced standards in effect on the date of invitation to bid shall govern unless otherwise speciﬁed.
3.2 If there is a conﬂict between the requirements of any of the cited reference standards and this paint speciﬁcation, the requirements of this speciﬁcation shall prevail.

3.6 AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) STANDARD:

4.1 Ingredients and proportions shall be as speciﬁed in Table 1.
4.2 The vinyl paint based on the speciﬁed ingredients shall be uniform, stable in storage, and free from grit and coarse particles. Beneﬁcial additives such as anti-skinning agents, suspending agents, or wetting aids may be added.
4.3 The paint shall conform to the composition (analysis) requirements of Table 2.
5.1 The paint shall meet the requirements of Table 3 and Sections 5.2 through 5.7.
5.2 ODOR: Shall be normal for the materials permitted (ASTM D 1296).
5.3 COLOR: The color shall be black.
5.4 COMPATIBILITY: There shall be no evidence of incompatibility of any of the ingredients of the paint when two volumes of the paint are slowly mixed with one volume of thinner consisting of 85% toluene and 15% methyl isobutyl ketone by volume (FED-STD-141, Method 4203).
5.5 ADHESION: The paint under test shall show good adhesion when tested as follows: apply one coat (1.0 mils, 25 micrometers dry ﬁlm thickness) of the mixed paint to a panel pretreated with wash primer MlL-P-15328, “Primer (Wash) Pretreatment,” or SSPC-Paint 27, “Basic Zinc Chromate-Vinyl Butyral Wash Primer” (0.5 mils, 12.5 micrometers dry ﬁlm thickness). After a 24-hour dry, the ﬁlm under test on each panel shall be subjected to a knife test to determine whether the paint exhibits good adhesion to the undercoats.
5.6 WORKING PROPERTIES: The vinyl paint shall be easily applied when tested in accordance with FED-STD-141,Methods 4331 and 4541. The paint shall show no streaking, running, or sagging after drying.
5.7 CONDITION IN CONTAINER: The paint shall show no thickening, curdling, gelling, or hard caking when tested as speciﬁed in Federal Standard No. 141, Method 3011, after storage for six months from date of delivery, in a full, tightly covered container, at a temperature of 50-110°F (10-43°C).
6.1 Labeling shall conform to ANSI Z129.1.
6.2 Technical data shall be provided for at least all data elements categorized as “essential” in SSPC-Guide 13.

This paint is intended for use as an intermediate or ﬁnish coat over vinyl butyral wash primer (SSPC-Paint 27) or vinyl resin paint. Mix thoroughly before use.
6.4 DIRECTIONS FOR USE: The following directions for use shall be supplied with each container of paint:

The paint shall be thinned as necessary with solvent containing not more than 85% toluene and 15% methyl isobutyl ketone or methyl ethyl ketone. The amount of thinning will depend upon application methods and conditions, and may be as high as 25% to 33% by volume of the paint.
Apply by conventional air spray. Brushing may be used in small areas. The surface to be painted shall be dry and above 35°F (2°C), not less than 5°F (3°C) above the dew point. Do not paint outdoors in rainy weather. Apply so as to obtain a minimum dry ﬁlm thickness of 1.0 mils (25 micrometers).
A wet ﬁlm of paint shall be deposited on the surface when spraying. The spray gun should be adjusted so that proper atomization is obtained but no dry powder is deposited on the surface. The nozzle should be held about six inches from the surface during application.
If application is to be made by brush, apply with a brush heavily loaded with paint. Apply quickly and smoothly, avoid excessive brushing, and do not go back over the surface until thoroughly dry.
At temperatures between 60 and 80°F (16 and 27°C), dry at least one hour between coats and 72 hours before immersion. Varying atmospheric conditions and degrees of ventilation in conﬁned spaces may allow shorter or require longer drying times.
This paint is not to be used as a priming coat next to bare steel.
7.1 All materials (coatings) supplied under this speciﬁcation are subject to timely inspection by the purchaser or his authorized representative. The purchaser shall have the right to reject any materials supplied which are found to be defective under this speciﬁcation (seeNote9.1). In case of dispute,unless otherwise speciﬁed, the arbitration or settlement procedure established in the procurement documents shall be followed. If no arbitration or settlement procedure is established, then a procedure mutually agreeable to the purchaser and material supplier shall be used.
7.2 Samples of paints may be requested by the purchaser and shall be supplied upon request along with the manufacturer’s name and identiﬁcation for the materials. Samples may be requested at the time the purchase order is placed or may be taken from unopened containers at the job site.
7.3 Unless otherwise speciﬁed, the sampling shall be in accordance with ASTM D 3925.
8.1 While every precaution is taken to ensure that all information furnished in SSPC standards and speciﬁcations is as accurate, complete, and useful as possible, SSPC cannot assume responsibility nor incur any obligation resulting from the use of any materials, coatings, or methods speciﬁed herein, or of the speciﬁcation or standard itself.
8.2 This speciﬁcation does not attempt to address problems concerning safety associated with its use. The user of this speciﬁcation, as well as the user of all products or practices described herein, is responsible for instituting appropriate health and safety practices and for ensuring compliance with all governmental regulations.
Notes are not requirements of this speciﬁcation.
9.1 The procurement documents should establish the responsibility for samples, testing, and any required afﬁdavit certifying full compliance with the speciﬁcation.
9.2 ASTM and Federal Standard Test Methods listed as “canceled” or “withdrawn” are no longer maintained, but are still available as historical documents.
